DHS Awards $668 Million Cybersecurity Contract to ManTech

The Department of Homeland Security (DHS) has awarded a sizable $668 million contract to ManTech under its government-wide Continuous Diagnostics and Mitigation (CDM) program to secure the networks of federal agencies.

The Herndon, Virginia-based security provider landed the six-year deal as part of the DHS’s Dynamic and Evolving Federal Enterprise Network Defense (DEFEND) initiative for Group E agencies. CDM DEFEND is a new acquisition strategy that replaces the earlier CDM blanket purchase agreement. It provides federal agencies with access to commercial cybersecurity solutions.

Protecting Nine Agencies

ManTech will serve as the prime contractor providing CDM capabilities and support to DHS and the nine agencies in CDM Group E, including the:

  • Department of Education (ED)
  • Department of Housing and Urban Development (HUD);
  • HUD Office of Inspector General (HUD OIG);
  • Environmental Protection Agency (EPA);
  • Federal Deposit Insurance Corporation (FDIC);
  • Nuclear Regulatory Commission (NRC);
  • National Science Foundation (NSF);
  • Securities and Exchange Commission (SEC); and
  • the Small Business Administration (SBA).

This isn't ManTech's maiden CDM voyage. In 2016, it secured two task orders for $110 million to provide managed security and privileged access management services (via FedScoop). “ManTech has played a strategic role in the CDM program for over three years, supporting more than 65 agencies in both Phases 1 and 2, and we’re honored to continue supporting the CDM program’s critical role in defending federal networks,” said Kevin Phillips, ManTech president and CEO.

Federal Agency Cybersecurity

The Mantech award immediately follows the House’s passage of a bill sponsored by Rep. John Ratcliffe (R-TX) to codify the CDM program and bring it into its second of four phases, The Hill reported.

CDM officials have awarded a number of DEFEND contracts over the past few months to beef up the cybersecurity profiles of federal agencies. ManTech’s win follows a similar cybersecurity contract granted last month to Booz Allen, which has a Top 100 MSSP business arm, for $1.03 billion to provide security services to six Group D federal government agencies. Booz called the deal its second largest cybersecurity task order and its biggest overall federal deal. And, last February, Booz won a Group B task order for some $621 million.

The 50-year old ManTech provides mission-focused technology solutions and services for U.S. defense, intelligence community and federal civilian agencies.
